Dear Reader,
Today from 16.00-17.00 CET, PEP-NET will host a live chat with Hille Hinsberg [click here]. You will have the chance to ask questions about eParticipation in Central and Eastern Europe, the topic of the online discourse which continues this week.
Hille is Communications Officer at the Estonian Cabinet Office; is responsible for osale.ee, the Estonian e-consultation portal; is actively involved in establishing communication channels between citizens and government institutions and promoting good practice in engaging citizens; and advises government agencies on eParticipation. She has cross-sector experience, having worked as spokesperson for the Non-Estonians’ Integration Foundation and managed EU-funded projects. This is the second of three live chats as part of the ongoing PEP-NET Online Discourse on eParticipation in Central and Eastern Europe.

Estonia is known for being a leader in eParticipation: according to the BBC Estonia Country Report:
“Estonia has a reputation for being at the cutting edge of technology. By December 2008, 854,000 Estonians – 65% of the population – were using the internet. The country held the world’s first parliamentary “e-vote” in 2007.”
