PEP-NET Hangout – catch up on who’s doing what

Several new members have joined PEP-NET recently (see our members page), mainly thanks to the publicity around the PEP-NET Summit in May. I thought it would be a nice time to catch up again and meet the new members. We can’t organise a conference as often as we might like, but we can use Google+ Hangouts to keep in touch.

So if you are interested, fill in this Doodle poll to let me know when you can take part and I’ll publicise the date and time when it’s been decided. I’m hoping to keep it simple, with a quick round-robin of introductions and updates on what people are doing, and then discussion about conferences that people are planning to go to (hopefully people will be able to take the opportunity to meet up with one another in person), and then general chatter about recent developments and co-operations.

Virtual Course on (e)Participation, hosted by the Inter-American Organization for Higher Education

The logooui Asociación Ciudades Kyosei, in collaboration with the Inter-American Training Network on e-Government (which belongs to the prestigious Inter-American Organization for Higher Education), will soon host a virtual course titled “Citizen Participation and ICT: an experience of critical immersion in 21st Century’s Citizen Participation”.

The course materials are written in Spanish, which will be the main language of instruction too; however, student’s contributions in English and Portuguese will also be fully welcomed.

The course is aimed at public sector’s technical staff, politicians, elected representatives, academics and members of civil society organizations whose work is linked with the design, implementation or execution of eParticipation/Participation projects and programs, or which have a special interested in Civic Participation and the possibilities offered by new communication technologies to strengthen it.

course screen-shotBy combining students with different professional backgrounds and geographical extractions, we intend to create groups that provide a rich and varied environment for learning.

Participants will thus not only acquire a solid and irreverent understanding of (e)Participation, but will also have the opportunity to reflect and exchange perspectives and experiences with people from different countries and cultures.

As part of the course practical assignments, they will also contribute to the collaborative design of the Kyosei-Polis system, a municipal  (e)Participation environment that our Association is planning to build after the course.

The tutoring team is integrated by Pedro Prieto-Martín (Spain), Mariángela Petrizzo (Venezuela) and Antonio Alberto Teixeira (CE, Brazil).

Simon Delakorda, founder and Managing Director of the Institute for Electronic Participation (INePA) in Ljubljana, Slovenia, will participate in a live chat on Wednesday 21st April from 10.30-11-30 CET.

This is the third in our series of Live Chats as part of the PEP-NET Online Discourse on eParticipation in Central and Eastern Europe.

Simon is a full-time eDemocracy/eParticipation practitioner and researcher. InEPa is a PEP-NET member and a regular contributor to the PEP-NET blog.

Strengthening Public Health Dialogue in Slovenia with NGO’s e-participation initiatives

Different on-line strategies have been employed by the non-governmental organisations in Slovenia in order to strengthen public participation on health issues. Health NGOs websites, e-petitions, e-forums and social networking tools are aiming at supporting various dimensions of public health dialogue like information provision, public discussion and generating grass roots support. For the purpose of assessing participatory impact of those on-line initiatives, several practical cases from health NGOs (on-line Citizen’s forum on Cancer issues, on-line petition for Tobacco Euro, Facebook Health NGOs site etc.) are presented and discussed in the context of current e-participation developments at the EU level.

Mapping eDemocracy in SEE: from UN eParticipation index to NGOs cases in Slovenia

Executive summary of presentation from the 11th Bled Forum on Europe Foresight Conference “The Future of Information Society and Challenges for Good Governance”, organized by the Centre for eGovernance development from 10th to 12th March 2010 in Bled, Slovenia:

According to the latest UN E-Participation Index measurement, the majority of South East Europe countries (Albania, Croatia, FYR Macedonia, Moldova, Montenegro and Romania), improved their global standing regarding the quality and usefulness of information and services for the purpose of engaging its citizens in public policy making through the use of e-government programs. Nevertheless, e-participation in SEE region is still falling behind their e-government developments. An overview of current e-participation situation in SEE within government domain is presented, highlighting key elements needed for strengthening e-democracy in the region. One of them is focusing on non-governmental organizations and civil society e-participation experience (e.g. on-line Citizen’s forum) needed for shaping inclusive and citizens oriented e-government policy.

As has become customary over the years the conference concluded with a draft declaration, which had been adopted by the participants of the conference. The process of formulating the declaration is based upon the main issues presented by the lecturers and highlighted by the participants in the discussions which followed.

Climate-Pool: Your say in Copenhagen Climate Change Conference!

climate_poolWorld’s news agencies join in interactive hub for Copenhagen climate conference!

Eleven international news agencies have launched a joint Facebook page to interact with news consumers across the globe during the United Nations climate conference in Copenhagen.

The Facebook fan page, called The Climate Pool, will bring the news agencies together in an unprecedented collaboration to spark a global conversation about climate issues. The purpose of the Facebook hub (https://www.facebook.com/TheClimatePool) will be to engage readers in direct communication with the world-class journalists covering the U.N. conference Dec 7-18.

Participating are Agence France-Presse, ANP of the Netherlands, The Associated Press, APA of Austria, APcom of Italy, Canadian Press, dpa of Germany, Kyodo of Japan, Lusa of Portugal, Press Association of the United Kingdom and RIA of Russia.

The climate page on Facebook will feature a blog format, providing a behind-the-scenes view of the event and linking out to important coverage of the talks from the agencies and the media outlets they serve. Twitter also will be used to attract followers for the blog and related coverage.

The agencies have come together for the Copenhagen project under the auspices of MINDS International, a global news agency network.

“The climate summit in Copenhagen will affect the lives of billions of people, and it is likely to grip the attention of news consumers all over the world,” said Wolfgang Nedomansky, managing director of MINDS. “The Climate Pool will provide a unique outlet for Internet users to discuss climate change with some of the world’s most experienced journalists covering the conference.”

The Climate Pool page will be produced in English and will incorporate blogposts and multimedia content from the participating agencies, along with links to coverage from around the world.

The Portugese News Agency, Agencia de Noticias de Portugal (LUSA), partner of EMPOWER, an eParticipation Trial Project co-funded by the European Commission under the EU eParticipation Preparatory Action, is a leading force behind this interesting initiative.

The eMPOWER e-Petition platform will serve as an interface between decision-makers at National and European level on one hand and NGOs and citizens on the other hand, while using and testing new forms and methods of civil participation as well as enhancing the role of National News Agencies in promoting and supporting relevant initiatives and ensuring a wider outreach of the project’s results.

E-Democracy.Org In The UK: The Start Of the Next Chapter?

Last week, seven e-democracy enthusiasts and practitioners from the UK met in a bar/club/avant garde arts venue called the Shunt Lounge deep beneath London Bridge station (for which fascinating location, our thanks to Manar of UK Citizens Online Democracy).

We were gathered to discuss what shape the UK arm of ‘e-democracy.org’ might take over the years to come. E-democracy.org is a US-based non-profit founded by Steve Clift, the celebrated e-democracy pioneer and innovator and one of the true founding fathers of our field.

A few years ago, a UK government-funded project called the National Project for Local E-democracy (snappy name) brought in Steve and others at e-democracy.org, notably Tim Erickson, to help a few UK communities develop email discussion forums to debate local issues and interact with councillors and other local decision-makers, as part of an experiment with local e-democracy. The group had already established many successful forums in the States.

Forums were duly established in Newham (a London borough), Bristol (a city in the West of England which has been a leader in local e-democracy for some years) and my own home town of Brighton. Others have since been established in Edinburgh and other locations. I and a colleague Mark Walker from the Sussex Community Internet Project were asked to lead the establishment of a small group of volunteers to run the Brighton forum, which has had its ups and downs but has certainly been an interesting trial and may still lead to further work.

Last week’s meeting however was convened in the light of all the UK government money drying up following the winding up of the national project and its successor body ICELE. The local UK issues forums are still pottering along, but there was the feeling that more could be done, and so we met to discuss what form this might take.

The following is a version of my report back to E-Democracy.org, which I thought may be of wider interest to PEP-NET members since it occurs to me that one model for the future of PEP-NET might be (at least partly) as an association of national networks such as the one we might pull together in the UK.

General points made included that:
– A lot of good work has been carried out in the UK issues forums, creating a good network of people with expertise in and knowledge of local e-democracy;

– As far as funding for future work is concerned, there will not be any more forthcoming from the government, and unlikely from councils: we must look to resource work through volunteers; raise money through grants or raise some form of corporate sponsorship;

– It would be great to involve young people in our work, adding an educational element;

– Some interesting things are set to happen in the UK with local e-petitions, and it may be we could tie in with this theme somehow as well.

Given all the above, we decided to try to meet again in a month or two’s time, and in the meantime, to collate as many ideas as possible for practical projects on how to take forward E-Democracy.org in the UK. One possible idea to start us off would be a project to write a book or create a website capturing the essence of what has been learned so far in UK issues forums. This would in essence be a collection of stories, some of success, others of failure, but all interesting and useful.

I will keep PEP-NET informed about how this project develops! It is also great news that Mary Reid, former Mayor of the London borough of Kingston, pioneer of local e-democracy including her own blogging as a councillor and mayor, and former chair of ICELE, has accepted an invitation to join Steve on the international board of e-democracy.org (of which I am also currently a member, though struggling to find the time to do the role justice). Mary’s great energy and expertise will ensure these projects bear fruit, I feel certain.

Wednesday the 8th of April 2009, the Emilia-Romagna Region, in partnership with Pep-Net (Pan European ePartecipation Network), will promote in Bologna the international seminar “E-democracy 2.0. Istituzioni, cittadini, nuove reti: un lessico possibile”. Italian and European academics, professionals and promoter of e-democracy’s projects will discuss together about the real role that new media and nets can play for the growth of the citizens’ participation to the public and institutional contexts.
