If you have something to say about eParticipation in Central and Eastern Europe, you can still participate in the online discourse. However, the forum has closed and we have now created summaries of the discussion. Anyone can edit the summaries using Google Docs, meaning that you still have a chance to contribute until May 7th. These documents will be submitted to the European Commission in a situation paper.

Simon Delakorda, founder and Managing Director of the Institute for Electronic Participation (INePA) in Ljubljana, Slovenia, will participate in a live chat on Wednesday 21st April from 10.30-11-30 CET.

This is the third in our series of Live Chats as part of the PEP-NET Online Discourse on eParticipation in Central and Eastern Europe.

Simon is a full-time eDemocracy/eParticipation practitioner and researcher. InEPa is a PEP-NET member and a regular contributor to the PEP-NET blog.

To take part in the chat, simply go to the news item on the internet-discourse.eu website. Within that article you will see a window, which will allow you to participate in the chat when it starts. (If you go to the page before the chat starts, you will see a window where you can enter your email address for a reminder to be sent.)

You can continue to participate in the general discussion on eParticipation in Central and Eastern Europe at all times until this Friday (23rd April) by registering on the site and posting comments in the forum. The results of the discourse will be presented to the European Commission as a situation paper.



Live Chat Series: Marko Rakar, Hille Hinsberg, Simon Delakorda

As part of “eParticipation in Central and Eastern Europe”, the second PEP-NET Online Discourse, we will be hosting a series of live chats with leading eParticipation actors in the region.

Marko Rakar, who started the successful Croatian political blogging site pollitika.com and won the 2009 eDemocracy Award, will kick off the series this Friday (16th April), 10.30-11.00 CET. Marko was recently in the headlines when he was accused of publishing a list of war veterans’ names, which he categorically denies.

On Monday 19th April at 16.00 CET we will host a live chat with Hille Hinsberg. Hille is a Communication Officer at the Estonian Cabinet Office; is responsible for osale.ee, the Estonian e-consultation portal; is actively involved in establishing communication channels between citizens and government institutions and promoting good practice in engaging citizens; and advises government agencies on eParticipation. She has cross-sector experience, having worked as spokesperson for the Non-Estonians’ Integration Foundation and managed EU-funded projects.

Simon Delakorda, Managing Director of PEP-NET member Institute for Electronic Participation (INePA) in Ljubljana, Slovenia, is a full-time eDemocracy/eParticipation practitioner and researcher. He will answer questions in a live chat on Wednesday 21st April from 10.30-11-30 CET.



CEE region countries ranking according to the UN e-participation 2010 index measurement (the first traits)

This is a short summary of the contribution to the CEE CN background paper provided for the PEP-NET on-line consultation “eParticipation in Central and Eastern Europe: The big questions“.

The table (available in pdf file from the Institute for Electronic Participation web site) representing current United Nations e-participation 2010 index measurement for CEE countries shows, that an average UN e-participation 2010 rank of the CEE region is rank 70th (+24 ranks improvement in relation to 2008) out of 178 countries included in report.

Countries with the highest level of rank improvement are TFYR Macedonia (+ 109), Bulgaria (+ 99), Romania (+ 83), and Albania (+ 66). On the hand, countries like Bosnia – Herzegovina (-37), Ukraine (- 35), Czech Republic (- 26) and Azerbaijan (- 19) are facing the largest position decrease.

Additionally, three sub groups within CEE region can be identified according to the UN e-participation 2010 ranking:

- High level e-participation countries (among the first 30 countries in the world):
Estonia, Lithuania, Slovenia, Croatia and Hungary. All countries except Croatia in this group are a new EU member states.

- Medium level e-participation countries (ranking 31-100 in the world): Bulgaria,
Latvia, Ukraine, Republic of Belarus, Poland, TFYR Macedonia, TFYR Macedonia, Romania,
Azerbaijan, Montenegro, Albania, Czech Republic and Russia.

- Low level e-participation countries (ranking among least developed countries in
the world): Slovakia, Georgia, Armenia, Bosnia – Herzegovina and Serbia.

Additional data will be presented in the next contribution to the background paper focusing on data comparison with the EU and more detailed explanation in relation to specific e-government components (on-line services, telecommunication infrastructure and human capital) in order to provide basic insight into key eGovernment enablers for eParticipation development in CEE region.

„eParticipation in Central and Eastern Europe“: Invitation to participate in the second PEP-NET online discourse

birneAs an expert or practitioner in the field of civic engagement, the Pan European eParticipation Network would like to invite you to participate in an online discourse about electronic Participation in Central and Eastern Europe.

When the discourse starts on 12th April 2010, you can go to www.internet-discourse.eu to take part. eParticipation and civic engagement practitioners from Central, Eastern and Western Europe will discuss a wide range of issues: from opportunities and challenges, to the structural, political and cultural problems that may stand in the way of successful eParticipation in the region.

The focus of the discourse will be the development of strategies to enhance eParticipation in Central and Eastern Europe and overcome the obstacles identified. The final outcome of the discourse will be a paper, describing the situation of eParticipation in the region and making recommendations for improvement, which will be presented to the European Commission and other influencers of eParticipation.

The discourse is broken down into three phases: “broadening”, “deepening” and “consolidating”. In the broadening phase, ideas and possible topics for discussion are fielded. Some of these are then selected for a more in-depth discussion in the “deepening” phase. This means that you can decide what is discussed before you discuss it. The final phase, “consolidating”, aims to summarize the results of the discussion and to highlight both areas where consensus has been achieved as well as those where different view points remained, resulting in a situation paper. The whole discussion is moderated by a dedicated team, so you can engage in a constructive and structured discussion.

This is the second of three PEP-NET discourses. The first discourse was successfully held in early 2009 as a support action for the European eParticipation Study.
